WhatsApp error 131042: business account payment issue

Error 131042 means Meta cannot charge for messages because the WhatsApp Business Account has no working payment method. Those charges are billed by Meta directly to you, so the fix is in WhatsApp Manager rather than with whoever provides your API access.

131042

Meta's code for a billing problem on the WhatsApp Business Account.

2 bills

Meta charges for messages, a provider charges for access. They are separate.

0 markup

Margin a provider can add to Meta message charges that never pass through it.

Who is actually billing whom?

Two companies, and only one of the bills has anything to do with your provider.

Meta charges for delivered messages on the WhatsApp Business Platform, and it charges the payment method attached to your own WhatsApp Business Account. That relationship is between you and Meta. A provider sits beside it, charging for access and tooling, and never sees those message charges at all.

This is why the error cannot be fixed by contacting your provider, and why nobody in that position can add a card on your behalf. It also means the message cost cannot be marked up by a provider that never receives it.

Where is the payment method set?

In WhatsApp Manager, on the WhatsApp Business Account that owns the number.

You add or update a payment method there, and the account has to have one before certain sends will work at all. Marketing template sends in particular require it, which is why the error often appears the first time someone tries a promotional send on an account that has only ever replied to customers.

The API deliberately cannot do this. There is no endpoint for attaching a card, by design, because it is an account level commercial relationship rather than a messaging operation.

Common mistakes

  • Asking a provider to fix it. The billing relationship is between you and Meta, and no API can attach a card.
  • Assuming a provider fee covers message costs. They are separate bills from separate companies.
  • Trying marketing templates on an account with no payment method. Meta requires one for those sends.
Doing this with EasyCoexistence

EasyCoexistence charges a flat fee per connected number and nothing else. Meta's message charges go straight to your own WhatsApp Business Account, which is also why we cannot mark them up.

Frequently asked questions

Can EasyCoexistence pay Meta for me?

No. The charges go to the payment method on your own WhatsApp Business Account, and there is no API for attaching one.

Why did this appear only now?

Often because the first marketing template send was attempted. Meta requires a payment method for those specifically.

Does it stop incoming messages?

Receiving is unaffected. What fails is the sending that Meta needs to charge for.

Is there a way to avoid Meta charges entirely?

Not entirely. Each number gets 1,000 free service messages a month inside the customer service window. Templates, and service messages past that allowance, are charged.
